The State Rann Labor Government’s 30 Year Plan for Greater Adelaide The Rann Labor Government released its Draft Plan for Greater Adelaide in July 2009, projecting that over the next 30 years an extra 560,000 people will reside in South Australia. The main areas targeted for rapid expansion and population growth in the plan were Roseworthy, Concordia, the Barossa Valley, Mount Barker and Murray Bridge. The final 30 Year Plan for Greater Adelaide was released on 17 February 2010, following a period of public consultation.

The geographical areas that the draft and final plans refer to are based on the 12 State Government regions. The Barossa region includes the main townships of Gawler, Roseworthy, Mallala, Freeling, Kapunda, Nuriootpa, Tanunda, Lyndoch, Williamstown, and Mount Pleasant.

The draft plan detailed growth for the Barossa region increasing the population by 139, 000; however in the final 30 Year Plan for Greater Adelaide this population target was scaled down to 110,000 - a reduction of 29,000 people, planned for the fringe areas of the region. The finalised plan also encompasses a green space or buffer zone between Gawler and the Barossa.

The future urban growth areas outlined in the final plan include Roseworthy (this is the largest area for growth), Two Wells and Concordia. There are other areas which have been highlighted as having planned urban land development and these areas include Mallala, Kapunda, Freeling, Greenock, Nuriootpa, Angaston, Tanunda, Lyndoch, Williamstown and Mount Pleasant.

Whilst Ivan is pleased that the Rann Labor Government has reduced their population targets for the Barossa region and a buffer zone between Gawler and the Barossa has been included in the plan, he remains concerned that some of the targeted growth areas for development are located on some of the State’s most valuable agricultural land. Ivan also feels strongly that the appropriate infrastructure needs to be put in place before any area is developed for housing.
